Carpark Strengthening for Meadowhall, Sheffield
The Meadowhall Shopping Center in Sheffield covers 1.4 million sq ft of floor space with 290 stores, 50 eateries, and an 11-screen cinema. Since opening in 1990 on the site of a former steelworks, Meadowhall has become a regional retail icon, attracting over 30 million visitors per year. There are 12,000 free parking spaces and direct access via rail, road and tram.
The Challenge
The Red and Yellow Carparks are the two largest carparks at Meadowhall. First opening in 1990, the structures provide 6000 spaces over two levels, with the suspended level leading shoppers into the main dome entrance of the shopping centre.
During review by Makers Construction and Link Engineering, 33 cast-in-situ RC beams exhibited diagonal cracking at column locations, indicating shear distress. Temporary propping was installed beneath two high-concern beams to maintain operation, reducing ground-level availability.
The initial proposal—preloaded steel I-beams beneath the affected members—posed issues for the client:
- Ongoing maintenance of exposed steelwork
- ~500 mm loss of headroom, problematic in low-clearance zones
Interspan’s Design Solution
Link Engineering engaged Interspan’s in-house design team to develop a low-impact, durable alternative. Following a crack mapping survey, verification openings, and review of the shear deficiency calculations, the team designed a composite strengthening scheme comprising:
- Epoxy crack injection to restore monolithic behaviour
- Deep embedded reinforcing bars to enhance shear capacity
- Multiple layers of CFRP wrap to the beams
This solution reduced headroom impact to <5 mm (vs 500 mm for steel), significantly lowered maintenance requirements, and required only localised possessions beneath the beams—minimising disruption in a live environment.
Results
- Program: 3 months (July–October 2025)
- Outcome: Capacity restored to highly utilised carparks
- Appearance: Near-invisible strengthening with minimal maintenance
- Operations: Works sequenced to keep the assets near fully operational
Key Highlights
- Delivered within a live, operational carpark
- <5 mm headroom impact (vs ~500 mm steel alternative)
- Significant maintenance reduction vs exposed structural steel
- Localised access zones to minimise disruption to shoppers
- Sustainable, high-performance CFRP strengthening

Interspan uniquely integrates in-house post-tensioning expertise, advanced forensic diagnostics, and cutting-edge strengthening technologies to enable a single-source delivery model trusted by global developers for complex retrofit and reuse projects.
NEW STRUCTURES
The Interspan Group brings unique expertise in post-tensioning, construction methodology, and lifting operations that reduce CO₂ emissions, material usage, and construction program.
EXISTING STRUCTURES
We specialise in helping clients extend the life of concrete structures through advanced repair, strengthening, and carbon fibre solutions. Adaptive reuse projects are a perfect fit for our expertise, helping to minimise waste while delivering safe, modern outcomes that support community growth.
Over the last decade, the Interspan Group has become a market leader in the application of CFRP-strengthening solutions, with notable projects including the award-winning The Space House in London and the Quay Quarter Tower in Sydney.
Quality Assurance
Quality Assurance holds immense significance for Interspan because it impacts the safety of our operatives and future occupants, the long-term durability of our structures, and our client satisfaction and relationships.
Interspan is accredited under CARES APTO1 for the Production and Supply of Post-tensioning Anchorage Systems and is the only post-tension contractor in Australia accredited under CARES APTO4 for the supply and installation of Post-tensioning systems in concrete structures.
Sustainability
Post-tensioning and adaptive reuse are powerful design approaches that reduce material use and embodied carbon—delivering more efficient, resilient, and sustainable structures for the future.
